Run background ffmpeg tasks as ProcessPriorityClass.BelowNormal (#14651)
Follow TrickPlay example of running other background ffmpeg tasks as ProcessPriorityClass.BelowNormal:
- Keyframe extraction
- Media info probing during library scans
- Audio normalization
- Image extraction
